This article investigates the interconnection between public policies, local economic development and local productive arrangements (APLs), with a specific focus on gender and the role of women. Using the Advocacy Coalition Framework (ACF) as a theoretical framework, the influences of public policies on the formation and evolution of APLs are explored, examining the crucial impact of the public and private sectors and women's participation. The vital contribution of APLs to stimulating economic activity and promoting social inclusion stands out. Using the deductive method, the study reveals how the public sector plays an essential role in creating a favorable environment for the emergence and strengthening of these arrangements, while the private sector offers dynamism and necessary resources. It concludes by suggesting the incorporation of these findings in the formulation and implementation of public policies aimed at local economic development, even if challenges persist for the future.
